Reading out a prepared statement, Beckham said: "Having been captain for 58 of my 95 caps I feel the time is right to pass on the armband as we enter a new era under Steve McClaren. I want to stress that I wish to continue to play for England and look forward to helping both the new captain and Steve McClaren in any way I can."
Beckham said that he had come "to this decision some time ago but hoped to announce it on the back of a successful World Cup. Sadly, that wasn't to be."
He added that "our performance in this World Cup has not been enough to progress further and all the players regret that and are hurt by that more than people realise." He thanked "all the players for their support during my time as captain", managers Peter Taylor and Sven-Göran Eriksson and the team's fans, and said: "I am extremely proud to have worn the armband and been captain of England."
Eriksson said he was surprised at Beckham's decision, and noted that McClaren, his successor, would have "many choices" as to who takes over - with John Terry the early front-runner. Terry took charge when Beckham was substituted through sickness in England's second-round encounter with Ecuador a week ago. Gary Neville replaced Beckham as captain when he was injured against Portugal but age is likely to count against the 31-year-old, who admits he has probably played his last World Cup. The other main candidate is Steven Gerrard, the Liverpool captain.
Eriksson said: "I think David has been a very good captain. He did good work always. He has been very proud of doing the job. I was a little bit disappointed when he told me his decision to finish just before he announced it. But you have to respect that and that's it. He has been good. I think you will soon have a press conference with Steve McClaren and I think he has a lot of choices of who can be captain. There are many. Becks has said he wants to go on playing and it is up to Steve McClaren to decide that."
Taylor, the former England manager who first handed Beckham the captain's armband six years ago, said: "I feel he has been a terrific captain and he's played very well for us. He must have thought about it long and hard. There have been a couple of dips in form but overall he's been outstanding and should be proud of the last six years."
Earlier, Eriksson said that Wayne Rooney was England's "golden boy" and begged the press and fans not to "kill him" following the team's exit from the World Cup.
In his last press conference as England manager, Eriksson emphasised that the young forward was the future of the team. "You, much more than me, for the next years will need Wayne Rooney. He is the golden boy of English football, so don't kill him, please. He's a fantastic football player. I have no hard feelings against him and you shouldn't have."
Asked about the stamping incident which caused Rooney to be sent off against Portugal last night, Eriksson said: "I spoke to Wayne yesterday and his opinion is he had no intention to do it. The referee was sure 100 per cent - even more - that it was a red card." Smiling grimly, he added: "He told me he [Rooney] hit the other player and he told me exactly where."
Wayne Rooney will be investigated for violent conduct following his 62nd-minute sending-off. Markus Siegler, a spokesman for Fifa, said this morning: "Wayne Rooney got a direct red card so he will automatically be suspended." He added: "It will be a disciplinary case. If you may ask why [he was sent off] I refer to law 12 on violent conduct to make that clear. Like for any other player [who got a red card] the committee will decide on the penalty."
Rooney was dismissed after appearing to stamp on the groin of Ricardo Carvalho and then push Manchester United team-mate Cristiano Ronaldo. Asked whether the 20-year-old was dismissed for the stamping or pushing, Siegler said: "I refer to rule number 12 on sending-off offences."
Eriksson said he partially blamed himself for the team's quarter-final exit from the Cup. "If you are the manager you're always responsible. We have to blame ourselves because I don't think we should be going home today, but that's life. I'm sorry. I'm really sorry for the team, for the squad and for all England fans."
He added: "If you see the teams in the semi-finals, we should be there."
On yesterday's game, the manager said: "I think we were a little bit unlucky, but it was about the red card and the penalties. Why we don't get the penalties right, I really don't know. We've been practising almost every day. We were able to miss three or four and that's very poor."

Eriksson, who will now give way to McClaren as England manager, said he was sad to leave. "Of course it's sad, but that's life. I've been in the job for five and a half years."
But he said it was the right time to leave. "I think it would have been very difficult to stay in the job, because of you [the media], because of some of the fans, after only going to the quarter-finals."
He said he did not know what his professional future would hold. "Next is the plane back to London, then I'm going on holiday. If that holiday is to be a couple of weeks or longer, I don't know. I said no to everyone about talking [about a new job] at the World Cup, but tomorrow I can start."
His only flash of temper came when asked about his own wages. "Why shouldn't a national manager be paid the same as a club manager?" he said. "I'm not the best-paid manager in the world. If you want managers who do it [manage the national side] for honour, I think you will find it difficult."
Asked how he wished his time as manager to be judged, Eriksson said: "I wish to be judged an honest man, try to do the best, and that's it."
